Anh Selissen is the Chief Information Officer for the Texas Department of Transportation (TxDOT), where she leads more than 700 technology professionals supporting one of the nation’s largest and most complex transportation networks. Since taking on the CIO role in 2019, she has redefined the function of IT within the agency transforming it into a mission-aligned, customer-focused division that delivers measurable impact for the business and the public it serves.
Under her leadership, TxDOT has implemented award-winning platforms like TxDOTCONNECT and the Consultant Certification Information System (CCIS), digitizing critical functions such as project delivery and vendor management. She also launched a forward-thinking AI program grounded in transparency and public trust, including one of the most comprehensive AI strategic plans in state government.

Amber Lao serves as a strategic advisor within Adobe’s Digital Strategy Group, where she leads digital transformation initiatives for public sector clients including government agencies and multilateral organizations. She brings a diverse background in local government, civil society, and corporate social impact to Adobe’s Health and Human Services practice.
Amita Prabhu is an Engagement Manager in Adobe’s Digital Strategy Group, where she advises state and local governments on transforming digital experiences and operations. She builds on her consulting experience at Accenture and her current work in health and human services to support initiatives in digital equity, accessibility, and customer experience.

Jesse Dalton is a Senior Solutions Architect at AWS with eight years of experience supporting AWS partners that provide solutions to public sector organizations. Jesse has worked with a variety of public sector customers, from Local Government, to Higher Education, to the DoD. His focus is enabling his partners to build solutions on the AWS cloud in a way that complies with various global security frameworks such as FedRAMP. Prior to his time at AWS, Jesse worked in the public sector, both in healthcare and at a university research lab.
